Can international students have their course applications approved before receiving a student pass?

International students can have their course applications approved before obtaining a student pass. Training agencies or hiring preschools should apply for the student pass. Once approved, attach the in-principle approval (IPA) letter to the student's course application. If the student has no local residential address, the training agency's address may be used in the interim. After arriving in Singapore and securing accommodation, students can update their address in ONE@ECDA.
