What are considered starchy vegetables and why are they not considered as vegetables that can be served under HMPP/HMSP guidelines?

Examples of starchy vegetables are corn, potato, pumpkin, sweet potato, yam, lotus root, butternut squash, cassava, burdock root. Starchy vegetables do not count towards the 2 daily servings of vegetables as they are starchy and are more like rice or bread.
