Would the community groups have a role in ensuring children attend school?

Updated by MOE
The community groups (e.g. family services centres, self-help groups, etc.) have an important role in convincing and helping parents ensure their children attend school. Before the State steps in to compel parents to do so, community support will be provided in view of the long-term interest of families and children. This partnership of Family-Community-State is consistent with our national Shared Values of the family as the basic unit of society, and community support and respect for the individual.
