Why is a ten-year effort required?
Taking a longer-term approach allows us to:
a) Ensure sufficient resources for SSAs’ longer-term needs,
b) Plan and strategise ahead on the capability and capacity-building initiatives to support the sector’s needs, and
c) Re-design these strategies and schemes as needs evolve (intended planning cycles of 3–4-year tranches).
