1. Pioneer Generation Package

 To be eligible for the Pioneer Generation Package, Singaporeans must fulfil the following criteria:

1. Born on or before 31 December 1949 (i.e. aged 74 years and above in 2023), and
2.  Became Singapore citizens by 31 December 1986.

2. Merdeka Generation Package

To be eligible for the Merdeka Generation Package, Singaporeans must fulfil the following criteria:

3. 1. Born between 1 January 1950 to 31 December 1959 (i.e. aged 64 to 73 years old in 2023); and
   2. Became Singapore citizens by 31 December 1996.

The Merdeka Generation Package is also extended to Singaporeans who:

1. Were born on or before 31 December 1949 (i.e. aged 74 years and above in 2023); and
2. Became Singapore citizens by 31 December 1996; and
3. Do not receive the Pioneer Generation Package.

Citizens who marginally miss the citizenship criteria but have good claims to be counted among the Pioneer Generation or Merdeka Generation can appeal for the appropriate Packages. Age appeals will not be accepted. Appeals are assessed by the Pioneer Generation and Merdeka Generation Appeals Panel (or 'Appeals Panel' for short).
