Will those who do not receive the Pioneer or Merdeka Generation Packages receive MediSave top-ups?
We recognise the contributions that all Singaporeans have made to our nation. Singapore citizens born in 1969 or earlier (i.e. 54 years and above in 2023), and who are not eligible for the Pioneer or Merdeka Generation Packages will receive MediSave top-ups of $100 annually from 2019 to 2023. In addition, the Government provides MediSave top-ups of up to $450 each year under the permanent GST Voucher scheme to eligible Singapore citizens aged 65 years and above.
The Government also provides targeted support for all Singaporean seniors:
- Helping workers earn and save:

- Help seniors in employment stay longer (e.g. Senior Worker Early Adopter);
- Upskill and supplement the wages of the lower-income (e.g. Workfare); and
- Build up their retirement savings (e.g. higher CPF interest rates of up to 6%).
- Healthcare:
- Significant healthcare subsidies across all healthcare settings, e.g. from November 2019, the Community Health Assist Scheme (CHAS) has been enhanced to cover all Singaporeans with chronic conditions;
- CareShield Life to better protect Singaporeans against the risk of severe disability;
- There are also assistance schemes available to help our elderly and seniors, such as the Interim Disability Assistance Programme for the Elderly (IDAPE) and Seniors Mobility and Enabling Fund (SMF);
- Subsidised health screening for $0 to $5 under Screen for Life; and
- To ensure no one is denied healthcare due to the inability to pay, any patient who cannot afford their bills after subsidies, MediShield Life and MediSave can apply for MediFund (our safety net for needy Singaporeans).
- Cost-of-living:

- GST Voucher scheme ' Cash, MediSave (for seniors aged 65 and above), U-Save and S&CC Rebate for eligible HDB households;
- One-off transfers, such as the Household Support Package, Care and Support Package, Solidarity Payment and Cost-of-Living Seniors' Bonus, from time to time; and
- Home Caregiving Grant of up to $400/month to support caregiving expenses for moderate to severe disability.
