Can we serve calcium-enriched snacks instead of milk in preschool?

According to point 7 under the Beverage Category "Milk" of the HMPP guidelines, preschools with half-day service have to provide 1 or more servings of milk daily. The recommendation for milk should not be replaced with calcium-enriched snacks as they are higher in sodium and sugar content.
