Can a person without a registered business or company apply for a security agency licence?

A person must first register his business or company with ACRA before he can apply for a Security Agency licence. To be eligible for a Security Agency Licence, the business entity must meet the licensing criteria for grant of a Security Agency Licence.

Please find the Licensing Criteria for the Security Agency Licence. Select "Apply New Licence" -> "Criteria for Grant of Licence"
