Please refer to Section 19 of the Private Security Industry Act 2007,

A person must not —
  1. engage in the business of providing, for reward, any security service to other  persons; or
  2. advertise, or in any way hold out, that the person (who is in the business of providing any security service) provides for reward, or is willing to provide for reward, the security service,  unless he is duly licensed.
