Why are the differentiated rates for Permanent Residents (PR) and International Students (IS) for the ITE, polytechnics and autonomous universities (AUs) only applicable to new students enrolled for that particular academic year?
Although MOE reviews the differentiation in fees for Singapore Citizens (SC), Permanent Residents (PR) and International Students (IS) on a regular basis, new rates are applied only to new students because existing students would have made the decision to enrol based on the fee differentiation rates at the time of enrolment. The application of new rates to new students is therefore a fair approach.
